 Remove meta charset from HTML5 documents (#24744) 
When `<!DOCTYPE html>` is present, the default (and only valid) charset
it `utf-8` so it does not need to be specified.

Also we do serve with HTML with `Content-Type: text/html;
charset=utf-8`, so it is duplicate info anyways.
