 Remove jQuery AJAX from the repo tag edit form (#29526) 
- Removed all jQuery AJAX calls and replaced with our fetch wrapper
- Tested the repo tag edit form functionality and it works as before

# Demo using `fetch` instead of jQuery AJAX
